Pilot Census of population, households and dwellings, 2019


The Statistical Office of the Republic of Serbia conducts the Census of population, households and dwellings from 1st to 30th April 2019, with the financial support by the European Union. This action is a part of the preparation for the Census of population, households and dwellings in 2021 and will not cover the entire population, but only about 20,000 households and about 50,000 individuals in the selected parts of certain populated places in 51 cities/ municipalities.

Unlike all previous censuses, where the data were collected by filling in paper questionnaires, two new methods of data collection will be tested in Pilot Census 2019: self-enumeration via the Internet and filling in the electronic questionnaires using a laptop.

Self-enumeration via the Internet is a method of data collecting in which citizens independently (through a web application) complete electronic questionnaires for themselves and their household members. The possibility of self-enumeration will be enabled to about 13,000 citizens living in the selected parts of settlements on the territory of the City of Belgrade, Nis and Novi Sad, in the period from April 1st at 8:00 to April 7th at midnight.

Field data collection using laptops is carried out by enumerators who visit the territory they are in charge of and enter the respondents’ answers in the electronic questionnaires on the laptop. Data are collected in this way from April 1st to April 30th 2019, in all selected populated places, except in the City of Belgrade, Nis and Novi Sad, where data collection, using laptops, is organized from 8th to 30th April 2019, after completing the action of self-enumeration.

Households living on the territory on which self-enumeration is to be performed will receive a letter from the Statistical Office of the Republic of Serbia with the information necessary for self-enumeration and password for accessing the web application. Upon expiration of the deadline for self-enumeration, from 8th to 30th of April, the enumerator will visit these households. If the household is enumerated independently, the enumerator will download the verification code obtained after successful self-enumeration. Household that did not participate in self-enumeration, either because not wanting or not having technical conditions for it will be enumerated by the enumerators.

Working hours of the info centre are from 8:00 to 20:00, every day, from March 25th to April 30th, excluding April 26th and April 28th (Easter holidays).
