Peer Review mission recommendations: Implementation report

Following the Peer Review mission of December 2017, the Statistical Office of the Republic of Serbia has created the Action plan anticipating the activities to be carried out with the objective to meet the recommendations of the Peer Review mission. The recommendations concern the following: the amendments to the existing Official Statistics Law aimed at strengthening the position of the NSI aimed at increasing the staff number and the funds to ensure the further development of both the national and European statistics, further promotion and improvement of quality management, upgrading data accessibility, and defining the national statistical system and strengthening the coordination role of the NSI within the statistical system. In May 2019 Eurostat formally adopted the SORS Action plan and released it on its website:

Meanwhile SORS implemented a large number of the Peer Review mission recommendations, namely the following:

  • All recommendations as regards the amendments to the existing Official Statistics Law aimed at strengthening the position of the NSI have been implemented in the Draft version of the new statistical law;
  • Established is the Department for statistical system coordination, administrative sources and labour market statistics, which is envisaged to act as a support to upgrading the statistical cooperation among all authorized producers of official statistics;
  • Established is the Department for quality issues, methodologies and standards, which shall have the key role for developing statistical methodology and competencies;
  • Announced is the calendar of releases with the aim to inform the users on anticipated major revisions of its statistical results;
  • Established is the official statistics portal;
  • All memorandums of cooperation / MoU that were concluded with other authorized producers of official statistics envisaged the SORS coordination role;
  • Formed is the work group for the issues of non-excessive burden on respondents, i.e. reporting units.

In order to ensure the maximum compliance of the Serbian statistical system with the European Statistics Code of Practice, the Statistical Office of the Republic of Serbia will further resume the intensive implementation of the Peer Review mission recommendations.
